TRAI selects BECIL to conduct audit of cable TV, DTH platforms
MUMBAI: The Telecom Regulatory Authority of India (TRAI) has selected state-owned Broadcast Engineering Consultants India Ltd (BECIL) to conduct audits of the cable TV and direct to home (DTH) service providers to ensure compliance with the new regulatory framework. With BECIL on-board, the audits are expected to begin soon.
“BECIL will be conducting the audit on behalf of TRAI to ensure compliance with the new regulatory framework. We request all distribution platform operators (DPOs) to ensure compliance with the new regulatory framework in letter and spirit,” TRAI Secretary S K Gupta told PTI.
Gupta further stated that DTH and cable TV operators will be randomly selected and audit will be conducted to see if they are in compliance with the new regulatory framework.
BECIL audit will look at multiple aspects including subscriber management system and billing. It will also determine whether consumers are indeed getting their choice of channels, be it bouquets or a la carte. “The audits will start very soon,” Gupta said.
It is pertinent to note that the TRAI has issued a tender document inviting expression of interest for empanelment of auditors to carry out audit of digital addressable systems (DAS) of the distribution platform operators (DPOs). The regulator has invited proposals from eligible audit firms/ companies/ Limited Liability Partnership (LLP)/ Partnership firms.
The TRAI is separately inviting comments on the draft Audit Manual that it prepared in November 2018 following several rounds of discussion with stakeholders. The authority will finalise the documents after analysing the comments from stakeholders.
Recently, the TRAI had extended the last date for submission of proposals for empanelment of auditors to carry out the audit of DAS to 15th May.
The authority stated that the deadline has been extended to encourage wider participation. The regulator had issued Expression of Interest (EOI) for empanelment of auditors to carry out Audit of DAS on 29th March. The last date for submitting proposals was 29th April for the first round of empanelment.
The complete proposal in a sealed envelope in the format given in EOI and complete in all respects should be submitted to Senior Research Officer (B&CS), TRAI, Mahanagar Doorsanchar, Bhawan, Jawaharlal Nehru Marg, New Delhi, 110002 not later than 3 pm on 15th May.
The authority had also extended the last date for submission of written comments on consultation paper ‘The Telecommunication (Broadcasting and Cable) Services Digital Addressable Systems Audit Manual’ till 13th May and counter comments by 20th May.
The authority had issued the consultation paper on 29th March. The last date for receiving written comments from the stakeholders was fixed as 29th April and counter comments by 6th May.
