MIB forms 3-member committee for content regulation of govt ads
MUMBAI: Complying with Supreme Court directions dated 13 May 2015, the Ministry of Information & Broadcasting (MIB) has formed a three-member committee to address issues pertaining to content regulation of government advertising.
Chaired by former chief election commissioner BB Tandon, the committee has India TV chairman, chief editor and News Broadcasters Association president Rajat Sharma, and Ogilvy & Mather executive chairman and creative director for South Asia Piyush Pandey as the other two members.
The tenure of the members will be for two years and can be extended by one year at a time. However, the extension cannot be more than two times.
The committee will work out of Delhi and the Directorate of Advertising & Visual Publicity (DAVP) would facilitate its day-to-day functioning.
The committee was selected by a three-member panel constituted by MIB on the advice of the Ministry of Law & Justice. The selection panel for constitution of the committee was headed by Press Council of India chairman Justice (Retd.) Chandramauli Kumar Prasad.
The MIB, in consultation with the Ministry of Law and Justice, has laid down the terms of reference of the committee. This includes the committee’s structure, functions, powers, duties and responsibilities.
The committee will look into complaints of the general public regarding violations of the SC guidelines. Consequently, the committee can recommend corrective action to the MIB. Additionally, the committee can recommend changes to the SC guidelines without making major policy changes.
The committee would not be bound by any legal rules of evidence and may follow its own procedures for the swift settlement of grievances. For all decisions of the committee, the view of the majority would prevail.
